History

S.A. College of Arts & Science (SACAS), named after Smt. Sakunthala Ammal, was established in 2019 under the Dharma Naidu Educational & Charitable Trust. The trust, founded under the leadership of (Late) Thiru. D. Sudharssanam, MLA, has been committed to providing quality education for decades.

Administration

Finance Officer

The Finance Officer oversees all financial activities of the institution and ensures that fiscal operations reflect transparency, accountability, and compliance with statutory norms. The office supports planning, budgeting, and monitoring of financial resources to meet institutional objectives efficiently.

Major Responsibilities

  • Prepare and monitor the Annual Budget and Financial Statements.
  • Supervise fee collection, salary disbursement, and utilization of grants.
  • Ensure compliance with audits, statutory reporting, and government regulations.
  • Support internal control systems and cost-effective financial management.

Examination Cell

The Office of the Examinations coordinates and regulates all assessment-related activities within the college. It ensures the timely conduct of internal assessments, model examinations, and seamless coordination with the University of Madras for semester examinations.

Core Functions

  • Schedule and supervise Internal Assessment (IA-I, IA-II) and Model Examinations.
  • Maintain secure records of marks, attendance, and examination proceedings.
  • Oversee registration, hall-ticket issue, and result verification for University exams.
  • Uphold fairness, confidentiality, and efficiency in all examination processes.

Chief Vigilance Officer (CVO)

The Chief Vigilance Officer serves as the internal guardian of integrity and ethical governance within the institution. This office ensures that every administrative and academic process adheres to fairness, transparency, and accountability.

Responsibilities

  • Monitor institutional operations to prevent malpractice or irregularities.
  • Facilitate confidential reporting of ethical or integrity-related concerns.
  • Conduct preliminary reviews of complaints and recommend preventive measures.
  • Promote a culture of honesty, discipline, and zero tolerance toward corruption.

Ombudsperson (UGC-Mandated Grievance Redressal Mechanism)

In line with the UGC (Redressal of Grievances of Students) Regulations, 2023, students of S.A. College of Arts & Science may seek redressal of unresolved grievances through the University-appointed Ombudsperson. At the institutional level, the Internal Grievance Redressal Committee (IGRC) addresses student concerns related to academics, discipline, or services. Unresolved matters are escalated to the University of Madras Ombudsperson.

Academic Advisory Committee

The Academic Advisory Committee acts as the chief academic planning and advisory body of the college. It steers academic innovation, curriculum enrichment, and continuous quality improvement in teaching and learning.

Key Roles

  • Review and recommend new academic programs and value-added courses.
  • Evaluate curriculum relevance in alignment with NEP 2020 and OBE framework.
  • Encourage the use of ICT, research integration, and student-centric pedagogy.
  • Facilitate academic benchmarking and external expert consultation.

Composition

  • Chairperson : Principal
  • Members : All Heads of Departments, IQAC Coordinator
  • External Experts : Dr. S. Santhosh Baboo, Principal, D.G. Vaishnav College, Chennai.

Meeting Frequency: Twice every academic year or as decided by the Chairperson.

S.A. College of Arts & Science is an affiliated institution under the University of Madras and functions in accordance with the provisions of:

  • The University of Madras Act, 1923 and the subsequent amendments, which define the powers and responsibilities of the University and its affiliated institutions.
  • The University Statutes, Ordinances and Regulations, governing the affiliation, curriculum, examinations, and academic standards.
  • The Tamil Nadu Private Colleges (Regulation) Act, 1976 and Rules, 1976, which regulate the establishment, administration, and management of private colleges in Tamil Nadu.

These statutory provisions ensure that the institution adheres to the highest standards of academic integrity, transparency, and governance as prescribed by the University and Government of Tamil Nadu.

The academic structure and examination system of S.A. College of Arts & Science are governed by the Statutes, Ordinances, and Regulations of the University of Madras, which outline the framework for curriculum design, evaluation, and degree award.
